As of year 2006 a new procedure of import into Russia of used foreign models confirming the conformance to the environmental standards came into effect. Its primary intent is to improve the environmental features of vehicles within the territory of Russia in a stepwise manner.

Pursuant to the order in the process of customs clearance of imported vehicles a custom agent states in a Vehicle Passport the Emission class based on data stipulated by the Conformity Certificate.

This certificate (Euro 2; 3; 4) confirms that the vehicle exported or imported from/into Russia meets all international and accepted in Russia standards and requirements of Technical regulations of the Federal agency for technical regulation and metrology and conforms to the degree of quality Euro (2; 3; 4).

List of documents required for the receipt of Certificate Euro (2; 3; 4)

For individuals:

  • Application (dated and signed) in the name of a car owner;
  • Vehicle Passport (TITLE, BRIF) with readable data: VIN, year of manufacture, date of issue;
  • Certificate stating the content of harmful substances in exhaust gases (СО and CH) which shall not exceed allowable emission limits (if the car was manufactured till 1997). This certificate is to be issued by Service Centre holding the license for performing such works. Sealed documents of the Service centre confirming the authorization for performing works for determining CO and CH content shall be attached to the certificate;
  • Copy of passport of the individual in whose name the certificate shall be issued (i.e. car owner);
  • If the Certificate is obtained by the Attorney, the certified copy of Power of Attorney and copy of passport of the individual (car owner) is required.

For legal entities:

  • Application (dated and signed) in the name of a car owner;
  • Vehicle Passport (TITLE, BRIF) with readable data: VIN, year of manufacture, date of issue;
  • The Tax Registration Certificate and State Registration Certificate of a legal entity, both sealed;
  • Certificate stating the content of harmful substances in exhaust gases (СО and CH) which shall not exceed allowable emission limits (if the car was manufactured till 1997). This certificate is to be issued by Service Centre holding the license for performing such works. Sealed documents of the Service centre confirming the authorization for performing works for determining CO and CH content are to be attached to the certificate;
  • If the Certificate is obtained by the Attorney, the certified copy of Power of Attorney and copy of passport of the individual (car owner) is required.
  • All the documents should be attached with the corporate seal of a legal entity.
